Toronto is Canada's largest agency market, and in 2026 its strongest creative work comes mostly from independents. The 13 agencies below were chosen for recent work, 2025 and 2026 recognition, and the strength of their client rosters.
The network side of the city has been busy reorganising. Omnicom completed its purchase of IPG at the end of 2025 and set out to retire the DDB, FCB and MullenLowe brands by mid-2026. In Canada, FCB and DDB were folded into TBWA\Canada. WPP began combining Ogilvy, VML and AKQA into a single WPP Creative unit early in 2026. Independents took most of the headlines: Rethink was named Independent Agency of the Year at Cannes Lions 2026, Courage won Creative Agency of the Year at Campaign Canada's 2026 awards, and Hard Work Club, The Local Collective and Lifelong Crush took the top three places in Strategy's 2025 Small Agency of the Year.

Rethink was founded in Vancouver in 1999 and now runs offices in Toronto, Montreal, Vancouver and Brooklyn. It is one of the most awarded independents anywhere: at Cannes Lions 2026 it was named Independent Agency of the Year and Independent Network of the Year, winning 14 Lions including the Print & Publishing Grand Prix. It also took gold in Strategy's 2025 Agency of the Year, its seventh win in a row.
Much of the recent recognition comes from Kraft Heinz work such as "Look Familiar?" and from IKEA Canada's "u up?" and "Sleep Talk Reviews". Other clients include Molson Coors, Chevrolet Canada, A&W Canada and belairdirect. The agency added Dustin Tomes and Mike Dubrick as chief creative officers in 2026.
2. Courage

Dhaval Bhatt and Joel Holtby started Courage in 2022, and it has grown quickly. It won Creative Agency of the Year at Campaign Canada's 2026 awards, where the founders were also named Creative Leaders, and ranks second on Strategy's 2026 Creative Report Card. It won six Cannes Lions in the twelve months to mid-2026, including a Gold.
KFC Canada, CIBC, Sephora, Rona and Skip are core clients; "Skip Spell Codes", which rewarded Canadian spellings with discounts, was Strategy's Digital Campaign of the Year in 2025. Courage opened in Montreal in 2025 and New York in July 2026, and Clutch named it creative agency of record in September 2026.
3. No Fixed Address

No Fixed Address was founded in 2016 by Serge and Shannon Rancourt, Dave Lafond and Rachel Lai, who funded it themselves. It describes itself as a full-service agency for challenger brands and has a Montreal office as well as Mischief, its US arm in New York.
Long-running clients include Questrade, Maple Leaf Foods (Schneiders, Mighty Drops) and the Canadian Centre for Child Protection. Recent work covers Hotels.com's "It's All in the Name" and a 25th-anniversary campaign for Rethink Breast Cancer. Sporting Life appointed it creative agency of record in April 2026.
4. Zulu Alpha Kilo

Zak Mroueh founded Zulu Alpha Kilo in 2008, and it remains independent, with offices in Toronto, Brooklyn and Vancouver. At Campaign Canada's 2026 awards it won Design Studio/Branding Agency of the Year, and Mike Sutton was named Head of Agency (Creative). Ad Age listed it as a Standout Agency in 2026.
Its line is "boring is expensive", and the work tends to be built around distinctive brand assets. Clients include Dove, The New York Times, Lyft, Pizza Pizza and Destination BC. Women's College Hospital Foundation chose the agency in March 2026.
5. Broken Heart Love Affair

Broken Heart Love Affair launched in April 2020, set up by five senior Canadian advertising people (Carlos Moreno, Jay Chaney, Denise Rossetto, Todd Mackie and Beverley Hammond). It focuses on brand advertising and brand transformation, and in 2026 reorganised around connected brand and content work.
It had a busy 2026 for new business: United Way Greater Toronto named it agency of record in January, followed by Equitable and Ricola. Recent campaigns include work for DoorDash, Dairy Farmers of Ontario, White Ribbon and Nature's Way Canada.
6. Bensimon Byrne

Bensimon Byrne is a long-established Toronto agency that now sits within Tadiem, a Toronto group that also includes OneMethod, Narrative XPR, HiFi and Super Proper. That gives clients access to design, PR and digital specialists under one roof at The Combine, the group's shared space.

Meghan Kraemer, Christian Buer and Cameron Stark founded Hard Work Club in 2021, after working together at The Hive. It won gold in Strategy's 2025 Small Agency of the Year and appointed Cass Farry as its first managing director.
Its DoorDash Canada work, which leans on choreography and late-night behaviour, has been widely featured in 2026. Other clients include Partake, Canadian Club, Money Mart and Knix. It suits brands that want a senior team close to the work.

Bob's Your Uncle is an owner-led agency founded by Bob Froese in 1990, with Cora Brady as CEO. It specialises in challenger brands in food, drink and restaurants, and was named North American Agency of the Year at the WINA Festival in July 2026.

What to look for in a Toronto creative agency
Start with ownership. Toronto's network offices have spent the past year absorbing mergers, and some brand names will not exist by the end of 2026. Independents such as the ones above make decisions locally, which tends to mean faster approvals and steadier teams, though very large campaigns may still need outside production or media partners.
Decide whether you need national reach. Several Toronto agencies also run Montreal offices or French-language teams (LG2, Rethink, Courage and No Fixed Address among them), which matters for brands that need work to land in Quebec as well as English Canada. Ask whether French work is adapted or created in market.
Check who will work on your account, by name. Senior creative leaders moved between shops a good deal in 2025 and 2026, and several agencies have opened New York offices that draw on the same leadership. The people in the pitch should be the people doing the work.
